NY Waterways Maintenance Facility – Weehawken

On November 13, 2025, the Hudson River Waterfront Conservancy received a copy of WLRP File # LUP250001 – 0911-25-0002.1 for construction of a Ferry Maintenance Facility and related structures in Weehawken.

General – The Hudson River Waterfront Walkway (Walkway) has been constructed over the past 30+ years and has evolved into a vital and growing public transportation link and recreational facility for the public along the Hudson River. During that time, many lessons have been learned about construction, maintenance and operation of the Walkway. The HRWC seeks to apply the lessons learned and best practices in the on-going oversight of construction, maintenance and operation of the Walkway. This includes requesting appropriate exceptions to the Regulations administering the Walkway construction and maintenance where justified.

Overall Assessment – The Hudson River Waterfront Conservancy supports this WDP application and recognizes the vital role of the NY Waterways ferry service to the community. We believe the proposed public park included in this application meets the applicant’s Public Access requirements.

Current Conditions – The area where the proposed facility will be built has a completed section of the Walkway. A temporary ferry maintenance facility lies adjacent to this heavily travelled section of the Walkway and includes both in-water and upland facilities.

Proposed Construction – A pier, 2-story maintenance building, ferry docks, fuel tanks, fire boat pier and a public park.

Considerations: – Walkway Traffic during Construction – This area of the waterfront is very busy with walkers, bikes, etc. It is a highly trafficked segment of the Walkway used by the public for access to the Port Imperial Ferry Terminal and for recreational purposes.

Recommendation – Require a temporary route that bypasses the construction site including appropriate barriers and signage to ensure safe passage in either direction for Walkway users during construction.
